MINUTES OF THE MEETING OF ALFORD TOWN COUNCIL

Member of the public expressed concerns with regard to the application for planning at 21 West Street, Alford. Advised by the Chair that some of the issues raised should be addressed to a solicitor and were not matters on which the Town Council could comment.

It was proposed, seconded and resolved to move item 14a on the agenda forward to allow the member of the public to leave the meeting should they wish to.

145. To consider planning applications received from ELDC: 

(Agenda Item 14a.) N/003/00456/21 21 West Street, Alford – Change of use, conversion of, alterations to former shop to provide a ground floor studio apartment

Proposed, Seconded and resolved to object to the planning application on the grounds that this is in a conservation area and is a protected shop frontage.

146. a. Item 135o – Return of Auction to Alford. – Suggested different day for auction only, Wednesday is the preferred day for the auctioneer. He would not require the whole Market Place. Cllr Marsh to find out if this would be acceptable to ELDC prior to transfer of assets. 

Auction on Spilsby Market (different auctioneer) not starting until June 20th.

b. Item 142a – The War Memorial Hall has been booked for the meetings in May, June and July.

c. Item 142b – LCC have put order in for bollards on the edge of the pavement by the co-op ATM.

d. Item 142e – Red phone boxes can only be purchased for £1 if they already exist in the town.

REPORT FROM THE CHAIRMAN

147. a.  The chairman thanked Cllr Devereux for all her work while a member of the Town Council and hoped that she would re-join the council at some point in the future. A letter of thanks to be sent to A Hayman.

b. Alford Town Promotions decoration of the town is wonderful, thanks to all the volunteers who made the town look so attractive.

c. There are now 3 vacancies on the Town Council, one can be co-opted now, 2 to be advertised. 

d. The chairman had visited the cemetery, there is approx. a 60 yard space for new cherry trees. Approx. 8-9 flowering cherries could be planted and a new seating area at the far side of the new area looking back over the cemetery could be considered.

e. The Chairman visited the closed cemetery with Cllr Whitcombe the footpath to the seat is a trip hazard and needs to be fixed asap, the second part from the seat to Farlesthorpe Road also needs fixing and needs to be re-routed slightly to avoid yew tree.

e. Email from Lincolnshire police asking for support of their campaign – Drivers are being asked to display a #SlowDowninLincolnshire bumper sticker on their vehicles. – Stickers can be collected from police stations in Louth, Spilsby, Mablethorpe or Horncastle.

f. Email from Mr Michael Tinn who would like to make a donation towards a seat at the far end of the cemetery, where previous seats have been moved by the owners. Could this be considered as part of the plans for seats in the cemetery?

h. Email from Alford Youth thanking the council for its donation.

c. To consider purchase of new UK flag. 

Proposed, seconded and Resolved to obtain a quote for new flag and to send a letter of thanks to Mr. Brant who has provided a flag to replace the old official.

UPDATE ON ASSET TRANSFERS FROM LCC

(Agenda Item 9)

151. a. WINDMILL

The trustees of the Windmill Trust met on site with officers from LCC today. It will be a long time before the repairs to the windmill are completed. Unlikely to start until 2022 and will take 12 to 18 months to complete. Cllr Quantrell and Geoff Allen are looking at ways that the title for the house and café plus other ancillary buildings can be transferred before the windmill itself so that work can be started on these. It will be difficult but both parties are in favour of this. The Windmill must be safe before access is granted to the site so a temporary cap needs to be fitted.

b. LIBRARY BUILDING

Tinn Criddle have received a draft transfer agreement from LCC, looks ok. There is a claw back clause of 20years on any changes made to the building which needs to be adjusted to exclude initial extension. Client Care letter received from solicitors. A valuation survey needs to be carried out.

UPDATE ON ASSET TRANSFERS FROM ELDC.

152. Cllr Marsh has arranged with officers to separate the concrete yard from other assets. The officer concerned has instructed LCC solicitors to act on ELDC’s behalf.

TO CONSIDER REQUEST REGARDING THE BOLLARDS IN THE MARKET PLACE

(Agenda Item 11)

153. The new Art Gallery have approached the Town Council regarding getting artists to paint the bollards with different art designs. This will require cordoning off parts of the car park and they would welcome support from the Town Council in supplying the undercoat for the painting. One bollard is bent and another missing. ELDC permission would be required at the moment.

Proposed, seconded and resolved to support this venture.

TO CONSIDER REQUEST FROM ALFORD IN BLOOM THAT THE TOWN COUNCIL LEAFLET PROPERTIES AROUND THE MARKET PLACE/SOUTH MARKET PLACE ASKING THEM TO REPORT ANY ANTI-SOCIAL BEHAVIOUR TO THE POLICE. This is in relation to the problem with the continued destruction of the trees in planters, particularly near the bus shelter.

154. Leaflet to be created asking people to make a note of the time incidents happen. Cllr Whitcombe to work with Deputy Clerk to create leaflet. 

REPORT ON NEW ALFORD COMMUNITY WEBSITE.

155. This will have an Events Diary and a Regular activities diary which will link to individual organisations/groups websites and facebook pages. In the past the Town Council has not been involved but the development of this site will put the Town Council at the center of facilitating information on activities in the town.

156. b. N/003/00503/21 Queen Elizabeth’s Grammar School, Station Road, Alford – Removal and replacement of part of the existing building façades with new curtain wall/ doors/panelling and replacement of part of the existing roof.

c. N/003/00518/21 Sunflower Holiday Cottage, Sunnyside, Alford Road, Thoresthorpe – Erection of 1 holiday cottage.

157. a.  A Councillor had received a complaint that the George Inn held a loud party on Saturday and did not observe the 3 minute silence for the Duke of Edinburgh which was disrespectful.

 

 

There being no further business the meeting closed at 8.11pm
